Florida fights derelict vessels with VTIP program; Applications available.

Florida's waterways are a prized natural resource, but the presence of unwanted and derelict vessels can pose a significant risk to public safety and the environment. To mitigate this concern, the Florida Fish and Wildlife Commission (FWC) has implemented the Vessel Turn-in Program (VTIP), allowing vessel owners who have received written citations or warnings for their at-risk vessels to voluntarily surrender them to the FWC, with the promise of safe removal and destruction at no cost to the owner.
Unwanted vessels, particularly those at risk, are more likely to become derelict, creating a hazard to public safety and the environment. Additionally, the cost of removing such derelict vessels falls on the owner, along with potential legal consequences. However, the Florida VTIP program intervenes before vessels reach this critical point, providing a proactive solution to a growing problem.
The Vessel Turn-in Program covers all costs associated with the removal, destruction, and disposal of eligible vessels, meaning vessel owners receive a hassle-free way of addressing their concerns while safeguarding the state's waterways. All vessel removals under the VTIP program are processed on a first-come, first-served basis, and applications are continuously accepted until available funding is exhausted or the program concludes, whichever comes first.
Eligibility for the Florida VTIP is open to private citizens and businesses, provided that the vessel is free of all liens or other ownership claims and the applicant is the titled owner of the vessel. The application process for VTIP is as follows:
- Download and complete the Florida VTIP application. Do not leave any box blank.
- Attach proof (copy) of the title that lists the Florida VTIP applicant as the titled owner of the vessel, any at-risk citations the owner has received for the vessel, a copy of the applicant’s valid government-issued ID, and photos of the vessel. These documents must be in PDF, JPEG, or WORD format.
- Attach the completed and signed VTIP Waiver and Release form.
- Confirm all information provided on the application is accurate and complete.
- Email the application and required supporting documents to VTIP@myfwc.com. Once an application is received, vessel owners will receive confirmation within five business days.
- . If a confirmation email is not received, verify the application email address was input correctly.
- If any information on the application changes before receiving a decision, contact the FWC office at 850-488-5600 or email VTIP@myfwc.com.
Upon receipt and review of all necessary documents required to apply, FWC staff will notify vessel owner(s) in writing via email or mail about the approval or denial of their application, providing clarity and transparency throughout the process.
