The Florida Department of Emergency Management is deploying travel trailers and RVs to provide non-congregate shelter (NCS) to Volusia County residents whose homes are unhabitable due to Hurricane Ian for a maximum of six months. The program offers a safe, habitable temporary housing option while residents develop a transitional plan that will lead to a more permanent housing option.

Travel trailers or RVs placed on private property will receive priority. NCS-qualified residents will have an assessment team visit the proposed location to place the temporary housing unit. If the property is within an incorporated city, contact the appropriate City departments to determine if this use is allowed.

If the site is approved, the resident will enter a contract and provide information to a state contractor, who will coordinate with appropriate permitting authorities and utility companies.

According to a release, to qualify for the NCS program, an applicant must meet the following:

  • The damaged residence must be within one of the 26 FEMA-designated counties.
  • The applicant has a valid FEMA registration number.
  • The applicant is the homeowner or renter of the damaged residence.
  • The residence is not habitable due to damage sustained by Hurricane Ian.
  • The applicant is not already eligible for or receiving housing assistance from FEMA or nonprofit housing programs.

For those wanting to apply without a FEMA registration number, an application through FEMA must first be submitted, at www.disasterassistance.gov, through FEMA’s mobile app, or by calling 800-621-3362.
